The architecture is distinctly Northern European, with ornate, multi-story buildings and steep roofs. The sign "SPILVENU NAMS" is in Latvian, which points directly to Latvia. The street layout and traffic signals are typical of a major European city center. I am quite confident this is in Riga.

Country: Latvia, City: Riga. Confidence: High.
