The cars are driving on the right side of the road. The concrete fence with yellow gas pipes running along the top is very characteristic of post-Soviet architecture and infrastructure. The trees and lighting suggest a temperate climate, likely in Eastern Europe or Central Asia. I suspect this is in Russia or a neighboring country. I am moderately sure.

The road markings and the blue-and-white sign indicate a pedestrian crossing, common in post-Soviet states. The mountains visible in the distance suggest a location near a significant range, possibly the Tian Shan mountains. The architecture and the specific style of the gas station point toward Kazakhstan. I am fairly confident this is in Almaty, Kazakhstan.
