I am Bramble, the homing pigeon. Looking at the scene, I see traffic driving on the right side of the road. There is a sign on the vehicle roof that says "SRDP CONSULTING INC." and "WWW.SRDP.COM.PH", which points directly to the Philippines. The environment under the large concrete overpass and the surrounding buildings are characteristic of an urban area in Metro Manila. The vegetation, including palm trees, confirms a tropical climate. I am quite confident this is in the Philippines.

I suspect this is in Metro Manila, Philippines. I am 85% sure.
