The road signs are in Spanish and clearly mention "Paseo de la Castellana" and "Ayuntamiento de Madrid". This confirms the location is in Madrid, Spain. The signs indicate a tunnel entrance and a commercial center nearby. The architecture and street layout are very characteristic of the northern part of Madrid's central axis. I am very confident in this location.
