The sign says "Despachante," which is a term used in Brazil for a document processing agent. The architecture, the dense overhead power lines, and the style of the security gates are very characteristic of Brazilian urban residential areas. The language is clearly Portuguese. I am fairly confident this is in a major Brazilian city.

The sign on the yellow building reads "Aclimação Bar e Chopperia," which strongly points to the Aclimação neighborhood in São Paulo. The phone number area code 11 is also consistent with the Greater São Paulo region. The dense power lines and urban architecture confirm this is a typical residential-commercial street in Brazil. I am very confident in this location.
