The road markings and the "BUS" text on the road suggest France. The sign pointing to "Charpennes" is a strong clue, as Charpennes is a well-known district in Villeurbanne, near Lyon. The overhead railway infrastructure and the specific style of the bridge are consistent with urban French transit areas. I am quite confident this is in the Lyon metropolitan area.
