The driving side appears to be on the right, consistent with many South American countries. The dense overhead wiring on wooden utility poles is very characteristic of urban areas in Chile. The architecture, including the red-tiled roofs and the style of the houses, strongly points toward a Chilean neighborhood. I suspect this is in a city like Santiago or Viña del Mar. I am fairly confident in this assessment.
