The architecture, including the modern apartment blocks and the specific style of the white van, strongly suggests Japan. The blue road sign is typical of Japanese signage, and the driving side confirms left-hand traffic. The urban density and the tall, slender building in the distance are characteristic of a major Japanese city like Tokyo. I am quite confident this is in a Japanese metropolitan area.
