The architecture, with its tall, narrow townhouses and distinct European urban density, strongly suggests a city in Belgium or France. The blue parking sign is consistent with European standards. In the distance, there is a very prominent, modern skyscraper that looks like the Up-site tower in Brussels. The overall atmosphere and building style are classic for the Brussels Capital Region. I am fairly confident this is Brussels, Belgium.

The view confirms the presence of the Up-site tower in the distance, which is a key landmark in Brussels. The road markings, including the bicycle lane symbol, are typical for the urban infrastructure in Belgium. The architecture of the tall residential buildings matches the area near the Brussels-Scheldt Maritime Canal. I am very certain this is the Quai des Péniches area in Brussels.
