The tram tracks in the middle of the road and the overhead wires strongly suggest a Northern European city, likely Finland. The architecture, the specific style of the streetlamps, and the presence of snow indicate a Nordic urban environment. The "W-care" sign on the building is a clue that points toward Helsinki. The overall atmosphere and infrastructure are very characteristic of the Finnish capital. I am fairly confident this is Helsinki.
