The yellow licence plate and the style of the buildings strongly indicate the United Kingdom. The sign for "The Talleyrand" includes the URL "TALLEYRANDMCR.COM," which points directly to Manchester. The licence plate on the Skoda also explicitly says "ROCHDALE," a town in the Greater Manchester area. I am very confident this is in Manchester, specifically the Levenshulme area.
