The construction barriers and the style of the buildings suggest a city center or a well-planned urban area. The license plate on the van is blurry but consistent with European formats. I suspect this is in a German city like Munich or Berlin. I am moderately sure of this location.

I am very confident that this is near the Hofbräuhaus parking garage in Munich. I have enough information to pinpoint the location.
