The sign says "Automat Parkschein hier lösen," which is German. The architecture and the style of the parking machine are typical of Germany. The trees and the general urban layout suggest a residential area in a large German city. I suspect this is in Berlin, given the building style and the specific signage. I am fairly confident in this assessment.
