The sign clearly reads "RINGSTRASSEN-GALERIEN," which is a well-known shopping center. The language on the signs is German, and the parking sign explicitly mentions "Wien" (Vienna). The architecture is classic European urban style, consistent with the historic center of Vienna. I am very confident this is in Vienna, Austria.

Country: Austria, City: Vienna.
Confidence: Very High.
