The watermark at the bottom explicitly says "www.praha.bahai.cz", which strongly points to Prague, Czech Republic. The architecture of the residential buildings, with their specific pastel colors and roof styles, is very characteristic of Central European urban areas. The bare trees and overcast sky suggest a late autumn or winter season in a temperate climate. The environment looks like a pedestrian path or a quiet park-adjacent road. I am very confident this is in Prague.
