The vehicles are driving on the left side of the road, and the road signage uses Traditional Chinese characters, which strongly points to Hong Kong. The architecture and the presence of high-rise residential buildings in the distance are very characteristic of the Hong Kong urban landscape. The construction site hoarding and the specific style of the traffic lights further confirm this location. I am very confident this is in Hong Kong.
