The traffic is moving on the right side of the road. The architecture and the presence of palm trees along a coastal promenade strongly suggest a South American city. The specific style of the apartment buildings and the cloudy, coastal atmosphere point towards Uruguay, likely Montevideo. I suspect this is the Rambla in Montevideo, given the urban layout and coastal proximity. I am fairly confident in this location.
