The watermark at the bottom explicitly says "www.praha.bahai.cz", which points directly to Prague, Czech Republic. The architecture, the pedestrian signage, and the general urban layout are very characteristic of Central European residential areas. The language on the sign is consistent with Czech. I am very confident in this location.
