The sign clearly says "Elektrownia Powiśle," which is a well-known revitalized power plant complex. The language is Polish, and "Powiśle" is a specific district in Warsaw. The architecture of red brick industrial buildings mixed with modern apartments is characteristic of this development. I am very confident in this location.
