I see a modern waterfront development with a very distinctive gold-patterned building on the left. The architecture and the general urban feel strongly point towards a major city in Ireland. The red van and the style of the buildings are consistent with the Dublin Docklands area. I recognize the Central Bank of Ireland building, which is the gold-patterned structure. I am very sure of this location.
