The double yellow lines indicate the UK or Ireland. The architecture looks modern, and the church spire in the distance is very characteristic of Irish urban centers. The word "GALLERY" on the door is in English. I suspect this is Dublin, Ireland. I am fairly sure about the country and city.

The construction cranes and modern apartment blocks confirm this is a rapidly developing area of a city. The architecture and the specific style of the street lighting are very common in the Docklands area of Dublin. The overcast sky and general atmosphere are typical for Ireland. I am very confident this is the Grand Canal Dock area in Dublin.
