The road signs are in Polish ("Nie dotyczy"), which strongly points to Poland. The architecture and the general urban layout are characteristic of a Polish city center. The "Miski" restaurant sign is a specific clue that could help narrow down the location. I suspect this is in a major city like Wrocław or Poznań. I am fairly confident in this assessment.
