The sign explicitly points toward "Port Miami" and the "Tunnel Operations Building," which is a dead giveaway. The tropical palm trees and bright, clear sky are consistent with the Florida climate. The road signage style and English language confirm this is in the United States. I am very confident this is near the Port of Miami in Florida.
