The yellow-painted curb is a common traffic marking in many cities in this region. The high-rise building in the background suggests a dense, developed city environment. The overall aesthetic feels very much like a neighborhood in a major Colombian city, possibly Bogotá or Medellín. I am fairly confident this is in Colombia.
