The "Cactus" bar and restaurant branding is very specific to Bucharest, Romania. The architecture and the style of the street-level shopfronts are consistent with the central areas of the city. The snowy conditions are typical for a Romanian winter. I am now quite confident this is located in the heart of Bucharest.
