The sign clearly reads "Waterfront" and "Casino," which is a strong indicator of a specific brand in the Philippines. The architecture and the style of the construction hoarding are very typical of urban areas in the Philippines. I see a "Boulevard" sign partially obscured at the top. This looks like the Waterfront Hotel and Casino area in Cebu City. I am fairly confident in this location.

Country: Philippines, City: Cebu City.
