The overhead wires suggest a city with a tram system. The architecture, with its older, slightly weathered apartment blocks and snowy conditions, points toward Eastern or Central Europe. The driving side is on the right. I suspect this is Sofia, Bulgaria, given the specific style of the buildings and the tram infrastructure. I am moderately sure about this location.
