The architecture of the apartment buildings and the presence of snow suggest a location in Eastern Europe. The style of the vehicles and the general urban environment point toward a post-Soviet or Balkan city. The urban environment and residential architecture are typical of Sofia. I am quite confident this is in Sofia, Bulgaria.
