The red brick architecture is highly characteristic of high-altitude cities in the Andes, particularly Bogotá. The overcast sky and lush, dense trees fit the rainy, temperate climate of the Colombian capital. I suspect this is a hillside road in Bogotá, Colombia. I am moderately sure.

The rainy conditions and lush vegetation are consistent with the city's high-altitude, tropical highland climate. I am confident this is in Bogotá, likely near the eastern hills.
