The white Skoda parked on the side of the road is a strong indicator of Central or Eastern Europe. The architecture of the apartment building with its grid-like window pattern is typical of post-war residential blocks found in Germany or Poland. The license plate format appears to be European, likely with a blue strip on the left. Given the night setting and the urban residential feel, I suspect this is a city in Germany. I am moderately sure of this assessment.

The architecture remains consistent with German residential buildings, specifically the "Plattenbau" or post-war style. The presence of a BMW and other European-market vehicles reinforces the location as Germany. The street lighting and general urban atmosphere are very characteristic of a German city at night. I am fairly confident this is in Germany, possibly Berlin or a similar urban center.
