The "Scholar Transport" sign and the specific style of the minibus taxi strongly suggest South Africa. The architecture and the general urban environment are consistent with a commercial area in a South African city. The signage is in English, which is common in many urban centers there. I suspect this is in a major metropolitan area like Johannesburg or Pretoria. I am fairly confident in this assessment.
