The sign is written in Portuguese, specifically saying "ATENÇÃO 2 FAIXAS A 250 m," which strongly points to Brazil. The landscape features mountainous terrain typical of the coastal regions near Rio de Janeiro. The infrastructure, including the concrete overpass and the style of the signage, is characteristic of major Brazilian highways. I am very confident this is in Brazil, likely in the Rio de Janeiro metropolitan area.
