The yellow licence plate on the red car is a strong indicator of Colombia. The architecture and the dense overhead power lines are very characteristic of urban areas in Colombian cities. The weather is overcast and humid, consistent with many Andean cities in the region. I suspect this is in a major city like Bogotá or Medellín. I am fairly confident in the country.
