The Japanese characters on the sign explicitly mention "Shibuya Fashion & Art College" (渋谷ファッション＆アート専門学校). The road markings and the "Stop" (止まれ) sign are characteristic of Japan. The architecture and the specific parking signage style confirm this is a Japanese urban environment. I am very confident this is in the Shibuya district of Tokyo.
