The yellow license plate on the car is characteristic of Colombia. The architecture, vegetation, and the specific style of the blue-and-yellow building point towards a tropical urban environment in that country. The signage "Pet Services" and the overall layout suggest a residential or mixed-use area in a major Colombian city like Medellín or Bogotá. I am fairly confident this is in Colombia.
