The snowy conditions and the architecture, particularly the brick apartment buildings with exterior staircases, strongly suggest a North American city, likely in Canada. The style of the buildings and the prominent colorful mural are highly characteristic of the Plateau neighborhood in Montreal. The street layout and the presence of a tall, modern office building in the background align with the urban landscape of Montreal. I am quite confident this is in Montreal, Quebec.
