The concrete median barrier and the style of the tall, thin streetlights are very characteristic of highways in the Gulf region. The bright, hazy sky also points towards a desert environment. I suspect this is somewhere in the United Arab Emirates or Saudi Arabia. I am moderately sure of this region.
