The road markings and the "UTPD" text on the ground strongly suggest a university setting in the United States. The style of the traffic lights and the elevated highway infrastructure are very characteristic of Texas. The architecture and the general layout point towards the University of Texas at Austin area. I am fairly confident this is in Austin, Texas.
