The road signs are in Portuguese, specifically mentioning "Hosp. Samaritano" and "BPM," which strongly points to Brazil. The architecture, the vegetation, and the style of the road signs are very characteristic of a Brazilian urban center. The phone number format on the sign ("011") indicates the São Paulo area. The overall urban density and infrastructure suggest a neighborhood in São Paulo city. I am fairly confident in this assessment.
