The street sign says "Al. Min. Rocha Azevedo," which is a clear indicator of Brazil. The architecture and the bustling urban environment strongly suggest São Paulo. The driving side is on the right, consistent with Brazilian traffic laws. The presence of a "Justiça Federal" building confirms the location is a major city in Brazil. I am fairly confident this is in the Jardins neighborhood of São Paulo.
