The sign says "VINDU ENTREPRENØREN AS," which uses the Norwegian/Danish "Ø" and indicates a construction company. The architecture and street style are consistent with a major Scandinavian city. The traffic signs, specifically the blue parking sign and the one-way arrow, are standard for Norway. I suspect this is Oslo, Norway. I am fairly sure of this location.
