The architecture consists of large, blocky apartment buildings typical of Eastern Europe. The blue sign on the building in the distance features Cyrillic script, specifically "България" (Bulgaria). The presence of snow and bare trees suggests a cold climate. Based on the style of the buildings and the Cyrillic text, I am fairly certain this is in Bulgaria. I suspect this is Sofia.
