The architecture and the dense urban environment look very characteristic of a large Brazilian city. I see a sign that says "Edifício Santa Filippa," which confirms the Portuguese language. The vehicles are driving on the right side of the road. The tall, modernist buildings and the specific street lighting style strongly suggest São Paulo. I am quite confident this is Avenida Paulista or a nearby major thoroughfare.
