The street signs are in Portuguese, and the "Hotel BK Europa" is a strong identifier. The architecture and the general urban layout strongly suggest Lisbon, Portugal. The traffic lights and road markings are consistent with European standards. I am quite confident this is near the Saldanha area in Lisbon.

Country: Portugal, City: Lisbon.
Confidence: High.
