The text on the billboard is clearly French ("des espaces pour s'inspirer, se régaler, se relaxer"). The architecture of the stone-walled underpass and the road markings are typical of major urban highways in France. The driving side is on the right, which is consistent with French traffic laws. I suspect this is in a major French city, possibly Paris or its suburbs. I am reasonably sure of the country.

The road environment, featuring a stone-walled embankment and specific overhead gantry structures, strongly suggests the Périphérique or a major radial highway in Paris. The overcast sky and urban industrial architecture are very characteristic of the Île-de-France region. The driving side remains on the right, confirming France. I am confident this is in the Paris area.
