The road markings and the "Controlled Zone" sign clearly indicate the United Kingdom. I see a "Premier Inn" hotel and a sign for "OXBO," which are very specific clues. The architecture and the general urban atmosphere strongly point to London. I am quite confident this is near the Bankside or Southwark area of London.
