I see Japanese script on the signs, specifically "渋谷駅前" which translates to "Shibuya Station Front." The architecture and the dense urban environment are characteristic of central Tokyo. The signage for "LOTO" and "宝くじ" (lottery) confirms this is a commercial area near a major transit hub. I am very confident this is near Shibuya Station in Tokyo, Japan.
