The sign on the left shows "Cart. Berceni," which is a well-known neighborhood in Bucharest, Romania. The architecture and the presence of snow suggest a cold climate typical of Eastern Europe in winter. The writing on the building says "RENAR," a Romanian accreditation body. I am very confident this is in the Berceni district of Bucharest.

Country: Romania, City: Bucharest. Confidence: High.
