Coo! The road markings and the red plastic barriers suggest a country that drives on the left, likely New Zealand. The lush, green vegetation and the reddish, weathered soil bank are very characteristic of the North Island. The speed limit sign is a standard circular design often found in Commonwealth countries. I suspect this is somewhere in the hilly, forested regions near Auckland or the Coromandel Peninsula. I am reasonably sure about the country.

The cyclist is wearing gear typical for the temperate, often damp climate of the North Island. The white road edge line and the red plastic barriers are standard New Zealand road safety equipment. I am now quite confident this is in the Auckland region, specifically near the Waitakere Ranges.
