The signage on the building clearly displays ".pt", which points directly to Portugal. The architecture, with its narrow, cobblestone streets and tiled facades, is characteristic of historic Lisbon. The phone number format and the language on the construction sign confirm this is a Portuguese urban setting. I am very confident this is in Lisbon.
